Job Description Summary

The Head of Investment Strategy is the Chief Investment Office’s principal architect for balance‑sheet investment strategy. You will own the strategic asset allocation (SAA), guide asset–liability management (ALM) policy, and lead an integrated strategy agenda that spans investment risk & assumptions, stress testing, portfolio optimization and surveillance, rating‑agency engagement, product pricing support, reinsurance/M&A analytics, and strategic asset assignment. You’ll help set the frameworks that translate enterprise risk appetite and regulatory requirements into actionable portfolio design for the general account and surplus. Drawing on deep collaboration with Actuarial, Finance, Risk, and Product areas, you’ll turn macro views and liability insights into capital‑efficient portfolios and executable roadmaps.

Responsibilities

  • Lead enterprise strategic asset allocation (SAA) across product segments, including target-setting, constraints, and rebalancing frameworks.
  • Oversee ALM policy, integrating interest‑rate, credit, liquidity, and liability‑driven metrics across IFRS/GAAP/Statutory/Bermuda views.
  • Establish investment risk and assumption frameworks, including return expectations, credit loss/prepayment, alternative return assumptions.
  • Direct enterprise stress testing, scenario design, and crisis playbooks with clear capital/liquidity escalation actions.
  • Guide portfolio optimization and surveillance, including look‑through analytics, relative‑value frameworks, and tactical adjustments.
  • Embed investment assumptions into pricing, earnings plans, and capital‑efficient product designs, partnering with Actuarial and Product.
  • Lead investment support for reinsurance and M&A initiatives, including asset segmentation, diligence, and post‑close integration.
  • Manage rating‑agency engagement, crafting the investment narrative and coordinating materials for reviews, updates, and surveillance.
  • Chair the asset assignment process - define transaction review standards, portfolio acceptance criteria, and manager execution guardrails.
  • Drive integration of multi‑manager/OCIO/affiliated AM operating models and ensure clarity of ownership across investment activities.
  • Lead investment governance routines and produce investment committee and board‑level materials with clear, actionable insights.
  • Mentor and develop a team of strategists/analysts, fostering analytical rigor, communication excellence, and culture of disciplined execution.

Qualifications

  • 15+ years of experience in insurance investing with direct SAA/ALM or investment‑strategy leadership
  • Bachelor's degree in finance, economics, actuarial science, or related field
  • Deep understanding of life insurance liabilities, capital frameworks (RBC/Bermuda), and rating‑agency methodologies
  • Expertise across fixed income, structured products, and private credit, including risk/return drivers and portfolio integration
  • Strong command of investment modeling, scenario design, and optimization, with working knowledge of Python/SQL or similar tools preferred
  • Executive‑level communication skills; proven ability to present to boards, rating agencies, risk committees, and senior leadership
  • Track record building or enhancing strategy governance, including policies, playbooks, and cross‑functional decision frameworks
  • Demonstrated leadership in multi‑manager/OCIO or delegated investment models and asset assignment governance
  • Enterprise mindset with the ability to sequence transformation (foundation → bridge structures → long‑term partnerships)
  • Proven ability to lead teams, manage complex workflows, influence senior stakeholders, and drive execution in a regulated environment

Preferred Qualifications

  • Graduate degree in finance, economics, actuarial science, or related field
  • Chartered Financial Analyst (FA)
  • Fellow of the Society of Actuaries (FSA)
  • Financial Risk Manager (FRM)

Working Conditions

The Salary for this position generally ranges between $257,000 - $325,000 annually. Please note that the salary range is a good faith estimate for this position and actual starting pay is determined by several factors including qualifications, experience, geography, work location designation (in-office, hybrid, remote) and operational needs. Salary may vary above and below the stated amounts, as permitted by applicable law.

Additionally, this position is typically eligible for an Annual Bonus based on the Company Bonus Plan/Individual Performance and is at the Company’s discretion
