Northrop Grumman Mission Systems Sector, Navigation, Intelligence, and Connectivity (NIC) Division, Secure Processing & Networks Business Unit (SPAN BU) is seeking a Contracts Manager 1 to join our team.  This position will support one of our three operating units within the SPAN Business Unit.  This position is located in San Diego, CA and is an on-site position.
What You Will Get To Do:
The successful candidate will have full management responsibility for multiple contracts professionals. The successful candidate will be responsible for the full acquisition life-cycle administration (business development phase through contract closeout), negotiations, and delivering strong customer satisfaction, successful financial performance, and risk mitigation. This position will require an understanding of terms and conditions and the ability to negotiate all types of contractual instruments and agreements. It is important that the Manager, Contract Administrator 1 has the ability to provide concise and effective communication through presentations, written documentation, or email format with different levels of management. Additionally, the successful candidate must be a role model for good business ethics and conduct. They must have the ability to solve complex problems by actively seeking information and new ideas from a variety of sources.
Responsibilities include:

• Reviewing and responding to RFIs, RFQs, and RFPs.

• Reviewing process specifications, progress, and other reports.

• Advising management of contractual rights and obligations.

• Preparing bids/proposals, administering, extending, negotiating and terminating standard and nonstandard contracts IAW company policies, legal requirements, and customer specifications.

• Examining estimates of material, equipment services, production costs, performance requirements, and delivery schedules to ensure accuracy and completeness.

• Reviewing and approving contractual documents.

• Planning and executing successful contract negotiations.

• Achieving targeted profit rates and favorable terms and conditions to assist in meeting profit and cash goals.

• Providing direction based upon the contract requirements and good change management discipline.

• Making decisions in a timely manner.

• Working with program, finance, supply chain, legal, security, and other functions.

• Building strong customer intimacy and engaging with employees.

• Conducting staff meetings and one on one sessions with direct reports.

• Assessing the business needs on assigned programs and working/elevating actions as needed.

Basic Qualifications:

• Bachelor's Degree and 5 years' experience working in Contracts Administration or related field or 3 years with a Master's degree

• Demonstrated knowledge of Contracts Administration in a FAR/DFARS environment

• Strong proposal development skills, solid negotiation skills, and excellent written and verbal communication skills

• Experience negotiating and administering various contract types of varying sizes and types of agreements

• Ability to obtain a Secret level security clearance

Preferred Qualifications:

• Background in DoD contracting, prior experience with the USG and/or Major Defense Contractor customers

• Demonstrated 1+ years of leadership or supervisor experience in the contracts field

• Experience working development and manufacturing programs

• Experience with OTAs, CRADAs, and SBIRs

• MBA or JD is a plus but not a requirement

• Current Top-Secret clearance

Primary Level Salary Range: $110,000.00 - $165,000.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
