Job Description

Your role includes leading the specific functional responsibilities of your team, which involves overseeing team performance and deliverables. However, your role as a leader within our organization requires more than the management of resources and day-to-day operations. As a steward of the company, you are charged with the development and execution of your team’s strategic vision and plan and ensuring that your team’s actions align with the larger goals of the company and the Costco Digital Services (CDS) organization.

The Manager, Portfolio Strategy & Governance will lead a team responsible for driving strategic alignment, investment transparency, and effective decision-making across our technology portfolio. This role will design and operationalize governance frameworks that ensure initiatives are prioritized based on business value, capacity, and strategic fit, while providing executives with clear visibility into portfolio performance, risks, and trade-offs. The manager will coach and develop a high-performing team to deliver strategic insights, facilitate cross-functional alignment, and maintain disciplined portfolio processes. The ideal candidate brings strong analytical and communication skills, experience influencing at senior levels, and a demonstrated ability to translate complex data into clear recommendations that shape enterprise-level technology investment decisions. This role sits at the intersection of strategy, financial rigor, and portfolio execution, shaping how we plan, govern, and measure the value of our technology investments.

As the primary conduit between your employees and upper leadership, your role in communicating and modeling the values and guiding principles of our company culture is of vital importance. Job Duties/Essential Functions

  • INTEGRITY: Use methods/strategies that are consistent with the Code of Ethics and the Standard of Ethics for Managers and Supervisors at all times. Appropriately handles employee concerns and follows through to resolution.

  • NETWORK BUILDING: Engages with external and internal stakeholders, as well as working closely with engineers, developers, analysts and other members of the team, to develop new ideas or improve existing ones.

  • TECHNICAL & CREATIVE LEADERSHIP: Leverages deep technical aptitude to guide the team through complex solution design and delivery, while simultaneously championing creative problem-solving and entrepreneurial thinking.

  • TECHNOLOGY SCALING: Proven track record of successfully managing the end-to-end lifecycle of new technologies, specifically scaling solutions from prototype to proof-of-concept (PoC) to pilot, and enabling for production where needed.

  • MEMBER SERVICE: Provides and ensures staff provides an exceptional member experience.

  • ADMINISTRATION: Oversees pilots and PoC projects from start to finish, including working with other teams within the organization to ensure objectives are met. Ensures proper department coverage. Understands and manages department budget, able to research and explain budget variances.

  • MANAGING PERFORMANCE: Coaches and mentors employees to provide support, guidance and career development. Has regular open and honest conversations with employees to discuss work performance and career development. Establishes team goals, and metrics to measure progress of goals toward the company’s key areas of focus.

  • COMMUNICATION: Communicates regularly with Leadership about the status of projects and challenges facing the company. Successfully navigates difficult conversations with employees, members, and suppliers. Listens, expresses empathy and adapts to get points across and ensures timely communication as needed.

  • SELF-MANAGEMENT: Demonstrates sound judgment, taking a partner when necessary. Ability to maintain self-control in the face of challenging, intense or hectic situations.

  • INCLUSION: Encourages different approaches and ideas to work and to accomplish goals. Seeks employee input. Takes the time to get to know or reach out to candidates who show potential that may not come forward on their own.

  • COMPLIANCE AND SAFETY: Takes measures to ensure employee and member information is kept confidential and adheres to IT security policy.

  • Leads development and maintenances of enterprise portfolio roadmaps aligned to strategic priorities and business outcomes.

  • Translates strategy into actionable prioritization frameworks and portfolio planning cycles.

  • Provides strategic recommendations to senior leadership on trade-offs, sequencing, and funding decisions.

  • Manages and develops a team of portfolio analysts/managers responsible for insights, reporting, and governance routines.

  • Coaches the team in developing strategic recommendations, analytical rigor, and executive-ready communications.

  • Builds a culture of accountability, transparency, and data-driven decision-making.

  • Serves as a neutral, enterprise-aligned partner supporting leadership decision-making.

  • Partners with Finance and business leaders to define, track, and validate benefit plans and KPIs.

  • Monitors ongoing cost, value, risk, and capacity trends to ensure investments continue to meet strategic goals.

  • This is a full-time management/leadership position (45+ hours per week).

  • Regular and reliable workplace attendance at your assigned location.

Experience, Skills, Education & Licenses/Certifications

Required:

  • 2+ years managing and developing high-performing teams, including coaching, goal-setting, and performance management.

  • 3+ years of experience in portfolio management, program management, technology strategy, or related strategic planning roles.

  • Strong analytical skills with experience in financial modeling, cost/benefit analysis, and value-based prioritization.

  • Systems thinker who can connect data across programs to see enterprise-level patterns.

  • Experience supporting or influencing enterprise-level funding decisions.

  • Executive presence with strong storytelling and data-driven communication.

  • Demonstrated ability to develop executive-level presentations and communicate complex topics clearly.

  • Hands-on experience with portfolio or work management tools (e.g., ServiceNow SPM, Jira, Smartsheet, Power BI).

  • Proven ability to establish governance processes and drive adoption across teams.

  • Promotes a culture of transparency, accountability, and strategic thinking.

  • Leads through influence, not control, emphasizing partnership over enforcement.

  • Able to support off-hours work as required; including evenings, weekends, holidays, and 24/7 on call responsibilities

  • HIPAA Training and Supervisors Orientation (within 30 days of hire); Leadership Development 101 (within one year); Costco Pay Policies (within 90 days of promotion).

Recommended:

  • Bachelor’s degree in business, technology, finance, or related field (or equivalent experience)

  • 5-8+ years of experience in portfolio management, program management, technology strategy, or related strategic planning roles.

  • Demonstrated ability to quantify value, model financial outcomes, and tie technology investments to benefit realization and strategic priorities.

  • Familiarity with SaaS financial models, multi-year investment planning, and benefit realization frameworks.

  • Experience working with Enterprise Architecture & Finance teams.

  • Certifications such as Lean Portfolio Management, PMP, PfMP, SAFe POPM/PMC, or similar.

  • Experience in large-scale retail, global operations, or multi-region technology environments.

  • Proficient in Google Workspace applications, including Sheets, Docs, Slides, and Gmail.

  • Successful internal candidates will have spent one year or more on their current team.

Pay Range: $137,000 - $200,000, Bonus and Restricted Stock Unit (RSU) eligible
