Manager Systems Engineering 2 (Top Secret Clearance)
Job Description
This position is responsible for leading and developing a diverse technical team, of 15-20 Electrical and Systems Engineering personnel that are located at the NGMS facility in Baltimore, MD and at several customer field locations.
Roles & Responsibilities:
• Providing leadership and direction on activities in accordance with organization goals, facilitating team meetings, analyze problems, plan and direct tasks, and providing solutions to ensure proper use of resources and assets.
• Responsible for recruiting, training, retention, employee inclusion and engagement
• Providing career guidance, goal-setting, policy dissemination
• Performance evaluations, compensation evaluations and coordination
• Lead staffing, workload planning/forecasting and time charge approval
• Establish and maintain effective technical management oversight, collaboration with other technical disciplines and customer (internal/external) communications on multiple programs.
• Work closely with managers of other engineering disciplines, program managers and the NGC Global Mobility Office.
• Demonstrate strong leadership skills to achieve sustainable top performance committing to ethics and integrity, and have the capability to innovate while challenging traditional ways of doing business
• Serve as a champion for change within the organization, to achieve competitive advantage for the business.
• He/she will have a track record as an effective communicator and problem solver who is able to develop and maintain good working relationships with internal and external stakeholders
Basic Qualifications:
• Bachelor's Science Degree in STEM field and a minimum of 8 years related experience or a MS Degree in a STEM field and a minimum of 6 years related experience
• Must have 4 years experience in managing programs/projects to cost and schedule requirements
• Must have 4 years experience in leading, collaborating, and developing cross functional teams on complex technical projects
• Ability and willingness to travel as required for specific needs. Travel is not expected to be significant (10% or less) but may be required for specific program activities.
• U.S. citizenship
• Must have a current/active DoD Top Secret security clearance. An active DoD Top Secret clearance is required to start. Must have the ability to obtain special Program clearances. Must be able to maintain this level of clearance and program access for continued employment.
Preferred Qualifications
• Prior Experience as a part of Field Engineering type operation
• Prior Radar or Comms systems Integration and Test or System Flight test experience
• New Business Proposal experience
• Cost Account Manager/Earned Value management knowledge/experience
• Strong organizational and interpersonal skills to communicate effectively, both verbally and in writing, with all levels of management, individual contributors and customers
Primary Level Salary Range: $153,800.00 - $230,800.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
