As a key driver for the greater MBTA mission, the Vehicle Engineering (VE) Department is responsible for new fleet initiatives as well as investigating and implementing innovative vehicle enhancements to ensure all vehicles meet their intended service life. We work collaboratively with other departments, we strive to provide continuous improvements to safety, reliability and efficiency for all of the MBTA's passenger fleets. In line with these efforts, VE has an extensive new project portfolio for the procurement of state of the art (revolutionary) vehicles (Bus, Commuter Rail, Light Rail, Heavy Rail and Ferry) that provide safe, clean, efficient and reliable transportation for the communities serviced, as well as implement innovative technologies during vehicle midlife overhaul.

VE is looking for a highly motivated, detail oriented and energetic Senior Technical Project Manager to join our team. In this role, you will assist in the development of specifications, oversee vehicle compliance testing and certification, evaluate vehicle long term reliability, and make decisions on emerging technology through pilot initiatives undertaken to test products and improve vehicle fleets. The selected candidate will have the opportunity to be directly involved with all aspects of the Green Line Train Protection System of new vehicle or other vehicle procurement programs, as assigned.   

Duties & Responsibilities

  • Assist with the development of technical specifications, related commercial terms, and the technical portion of bid evaluations for Vehicle Engineering programs. 
  • Assist with the development of work scopes and budgets for professional consultants and subsequent consultant selections.
  • Assist in the coordination of technical project activities in the Engineering and Operations Directorate.  
  • Provide ongoing oversight and supporting direction on the Green Line Train Protection System or other VE procurements as assigned. 
  • Assist with managing all engineering services performed by consultants which support the Green Line Train Protection System or open VE projects as assigned.
  • Assist with managing an Authority staff consisting of project coordinators, technical project managers, engineers, and administrative personnel.
  • Assist the Sr. Project Manager / Deputy Director / Director / Sr. Director with the development of long-range planning of vehicle system requirements. 
  • Ensure budgetary goals are tracked, met and all work is performed in a timely and cost-effective manner.
  • Provide response to each inquiry, whether from a customer, vendor or co-worker in a courteous and professional manner consistent with the Authority's quality service standard.
  • Ensure that all inventory levels, equipment and facilities under their control are protected and in a safe operating condition.
  • Drive a company or personal vehicle to visit work sites as necessary.
  • Respond either directly or through subordinates to emergencies on a twenty-four (24) hour, seven (7) day per week basis.
  • Work all shifts and/or locations as assigned or directed.
  • Establish an effective interface between management and employees, and when necessary, with union representatives.
  • Uphold the rights and interests of the Authority while building and maintaining an effective relationship with employees.
  • Assist in the management of a workforce by ensuring the fair and consistent application and strict adherence to the rules, regulations, collective bargaining agreements (if applicable) and policies of the Authority including the EEO, Anti-Discrimination and Anti-Harassment and Anti-Retaliation policies.

Minimum Requirements & Qualifications

  • Bachelor's degree in Mechanical or Electrical Engineering or a related field.
  • Five (5) years of experience in subway signal system engineering in a large transportation organization.
  • Two (2) years of related experience leading and supervising staff and consultants and/or large projects.
  • Effective analytical and organizational skills.
  • Ability to use and have a working knowledge of Word, PowerPoint, Excel, Primavera or database applications.
  • A valid driver's license.

Substitutions Include

  • A High School Diploma or GED with an additional seven (7) years of directly related experience substitutes for the bachelor's degree requirement.
  • An associate degree from an accredited institution and an additional three (3) years of directly related experience substitutes for the bachelor's degree requirement.
  • A master's degree in a related subject substitutes for two (2) years of general experience.
  • A nationally recognized certification, or statewide/professional certification in a related field substitutes for one (1) year of experience.

Preferred Experience and Skills

  • Ten (10) additional years of experience in public transportation vehicle maintenance and engineering. 
  • Have excellent customer service and presentation skills.
  • The ability to work all shifts and/or locations as assigned or directed.
  • Be available to work twenty-four (24) hours per day, seven (7) days per week.
  • The ability to supervise and work effectively with a diverse workforce.
