| Essential Functions | % of Time | - Lead and Manage Assigned Fire Department Operations: Provide the leadership necessary to meet the department’s current and long-range needs and goals. Assist in planning, directing, and coordinating through subordinate level staff and the Fire Department’s work plan. Assist in the day-to-day management of all Fire Department operations and activities including fire suppression, emergency medical services, hazardous materials response, rescue, training, accreditation and disaster preparedness. Collaboratively manage the development and implementation of departmental goals, objectives, and priorities for each assigned service area. Lead department efforts to improve efficiency through work assignments, reassignments, process improvements, and reorganization efforts. Establish within department and City policy appropriate service and staffing levels. Monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures and allocate resources accordingly. Assess and monitor workload, administrative and support systems, and internal reporting relationships. Identify opportunities for improvement, and direct and implement changes. Assign projects and programmatic areas of responsibility. Meet with key staff to identify and resolve problems. Direct assigned personnel and equipment at the scene of emergencies involving fire, all types of accidents, hazardous materials incidents, and lifesaving and rescue work. Ensure compliance within all divisions of all applicable laws and regulations, City and Department policies and procedures, and safety. Ensure daily compliance with all safety initiatives and procedures through subordinate managers.
| 40% | - Provide Strategic Planning and Administrative Support: Provide highly responsible and complex planning, project management, and administrative support to the Fire Chief. Assist the Fire Chief in the development and implementation of a comprehensive, strategic fire program. Develop tactical objectives to reach departmental strategic goals. Participate in facilities planning for the Fire Department to meet current and future needs of the community. Conduct and manage special projects as assigned by the Fire Chief, prepare special research reports and develop programs. Direct and conduct a variety of organizational studies, investigations, and operational studies. Recommend modifications to programs, policies, and procedures as appropriate. Assist in developing and administering policies and procedures. Ensure that department operations meet professional standards, local, state, and federal governmental regulations, worker safety and other applicable rules and requirements. Assist in directing disaster preparedness and other fire protection programs to minimize the loss of life and property within the community. Ensure fire personnel are developed and trained appropriately to prepare for succession planning within the agency. Assist with the department’s facilities, apparatus, and equipment maintenance program. Prepare and present staff reports and other necessary correspondence. Prepare and maintain special reports, letters, proposals, and records on department activities. Receive and evaluate a variety of documents, reports, and statistical information for the department. Participate in the department’s recruitment, selection, and promotional selection process. Assist the Fire Chief in managing the annual performance evaluations of all personnel. Provide administrative oversight and coordination support for all annual employee physicals. Assist with ensuring the Fire Department continues to meet both Insurance Services Office (ISO) and accreditation standards and compliance across all divisions. Ensure all Fire Department vehicles, apparatuses, and equipment are operational.
| 20% | - Assist with Budget Development and Administration: Assist the Fire Chief in the annual development and administration of the department’s operational and capital improvement budget. Participate in and approve the forecast of funds needed for staffing, equipment, materials, and supplies. Monitor and approve expenditures across assigned divisions. Oversee and control the purchasing of all fire related equipment and property, including communication equipment, computer equipment and safety equipment. Identify additional funding requirements. Ensure compliance of financial priorities as determined by the Fire Chief. Recommend budget adjustments as needed.
| 20% | - Administer Personnel: Assist the Fire Chief in leading the department for maximum team member productivity and morale through effective hiring, disciplining, mentoring, coaching, evaluating employee performance, investigating, and resolving grievances and other human resources actions. Manage and oversee, either personally or through subordinate supervisors, daily activities of assigned units. Supervise Fire Suppression Chiefs and staff, Chief of Training, Chief Medical Coordinator, Accreditation Manager and Administrative Assistant. Assign, coordinate, monitor, and evaluate work activities/assignments, providing counseling, coaching, and training. Direct or participate in the investigation and reporting of employee misconduct, making recommendations for improvement and disciplinary action as needed. Facilitate the resolution of employee concerns and problems. Participate in Public Safety Citizen Review Board hearings as required. Prepare annual performance evaluations on schedule.
| 15% | - Manage Stakeholder Relationships: Represent the Fire Department to other departments, elected officials, and outside agencies. Coordinate assigned activities with those of other departments and outside agencies and organizations. Participate on a variety of boards, commissions, and committees. Attend and participate in professional group meetings. Respond to and resolves difficult and sensitive citizen inquiries and complaints.
