The Program Manager connects program administration with field operations. Areas of focus include coordinating clinic schedules and community sites; supporting staffing and patient flow in partnership with clinical leaders; coordinating vehicle readiness, equipment, and supplies; monitoring budgets and program performance; and maintaining strong community partnerships.

The ideal candidate combines program management skills with clinical experience, sound judgment, and a practical understanding of mobile healthcare delivery. Success requires someone who can build trust, respond calmly to changing conditions, and follow through on commitments to patients, community partners, and colleagues.

Preferred Qualifications and Experience:

  • Clinical background: Experience as a registered nurse (RN), certified medical assistant (CMA), or another healthcare professional with direct patient care experience. Experience delivering services through a mobile medical clinic is strongly preferred.

  • Community relationships and trust: Demonstrated ability to establish rapport quickly while building lasting relationships through listening, cultural humility, reliable communication, and follow-through. Experience working with rural communities, faith organizations, local agencies, or other trusted community partners is preferred.
  • Program and financial management: Experience managing budgets, tracking expenses, improving workflows, and reporting program results. Familiarity with grant-funded programs, deliverables, and reporting is an asset.
  • Healthcare systems and quality: Familiarity with electronic health records, patient confidentiality, infection prevention practices, and quality improvement. Ability to work with clinical leaders to support safe, organized services.
  • Vehicle experience: A current commercial driver’s license (CDL) is preferred. Experience safely driving or maneuvering large vehicles, particularly vehicles approximately 37 feet long and weighing less than 26,001 pounds, is also desirable.

Work Environment and Schedule:

This position includes both office-based administrative work and active fieldwork at mobile clinic sites. Travel includes Johnston, Wayne, Lenoir, Nash, and Onslow counties, as well as other designated service areas.

The schedule may include occasional early mornings, evenings, or weekends to support clinic operations and community outreach events. Candidates should be comfortable working in changing community settings and adjusting plans in response to site conditions, staffing, weather, or operational needs.

Field activities may involve prolonged standing, assisting with equipment setup and breakdown, and bending or reaching within compact mobile clinic spaces. Essential functions may be performed with or without reasonable accommodation.

Responsibilities:

1. Analysis:  Analyzes and resolves complex issues to maximize efficiency. Ensures all proper internal controls are in place to safeguard assets of the system and satisfies internal and external regulatory requirements. Develops and monitors operating and capital budget.
2. Communication and Relationships: Works with peers to identify and analyze opportunities for improvement. Implements processes to identify, implement and ensure standardization decisions occur with minimal disruption to patient care or administrative activities and creating solutions.
3. Financial and Business Planning: Provides analytical and strategy support for the assigned program. Performs analytics, provides business insight into implications of findings, develops business plans, and recommends opportunities for improvement.
4. Program Administration: Plan, coordinate and administer activities of assigned program to include developing, implementing, and administering related procedures, processes, services and systems.
