Job Summary

Head of Credit Risk Review, US is responsible for the design and execution of the independent reviews to assess the credit risk ratings, overall credit quality and appropriateness of reserves related to the lending activity in the US. This position reports to the Group Internal Audit (GIA) function and is responsible for performing the independent loan reviews of the various US booked lending portfolios. This includes responsibility for:

  • Leading the Credit Risk Review (CRR) function for Standard Chartered Bank's (SCB) Combined US Operations.
  • Policies and procedures to govern a comprehensive loan review program.
  • Loan Review coverage and scoping methodology to ensure a comprehensive and representative sample of the overall loan portfolio.
  • Quality of the credit review to ensure effective challenge for the first and second lines of defense.
  • Qualifications and upskilling of personnel conducting credit reviews.
  • Quality of workpapers to provide sufficient support for the assessments made; and
  • Continuous Monitoring of the US operations' loan portfolio, to include MIS reviews and attendance at credit committees to provide an independent continual challenge to management, and to raise issues outside of formal reviews when needed.
  • Supporting in all matters related to credit risk, including contributing to the GIA risk assessment and development of an appropriate credit review and audit plan.
  • Acting as Team Manager, as necessary, and takingresponsibility for overseeing the delivery of high-quality reviews, the performance of which cause minimal disruption to the business.
  • Responsibility, where serving as Team Manager, for the finalization of audit issues and the audit report.
  • To role model the valued behaviors and develop and environment in which positive behaviors are celebrate and poor culture challenged.

  • To ensure that CRR plan is executed in an efficient and effective manner, within the given budget and timelines, and in line with GIA methodology standards.
  • To clearly explain the risks and impact of issues identified during testing to GIA and business management and obtain quality management plans to mitigate the risks raised.
  • To lead continuous monitoring of assigned country/portfolio areas, and to build and maintain engagement with stakeholders.
  • To take responsibility for the implementation and support of department wide exercises such as annual planning, risk assessment and training.
  • To actively manage relationships with senior auditee management and stakeholders.
  • To support GIA audit teams by providing product/country knowledge and expertise for their audits relating to the individual's area of expertise.
  • To provide ongoing continuous monitoring support to Heads of Audit and Senior Audit Managers in respect of the business and raise issues and observations outside of formal audit work to expedite rectification of control weaknesses; and
  • To attend and present at formal committees and Group meetings on behalf of CRR/GIA, as required, e.g. Governance Committees, Country Non-Financial Risk Committees, Business and Functional/Support Risk Committees.
  • Serve as GIA country subject matter expert - proactively engage with peers and stakeholders to build and share knowledge.
  • Issue validation: Ensure that all CRR raised issue action plans agreed during reviews are tracked through to completion in accordance with methodology requirements.
  • The role's main priority is to execute US portfolio loan reviews. However, as part of the GIA audit plan, this role may also be required to lead complex and high-risk audits as needed. This may include audits of the Corporate Institutional client segment in the US or globally that could require domestic and international travel.

  • Establish and maintain effective working relationships with the US, Americas, CIB, Functions and EA management and business units which fall under portfolio responsibility.

Skills and Experience

  • In-depth understanding of risk management and associated control requirements;
  • Strong communicator, both written and verbal, with ability to clearly explain controls to be tested and risks identified to audit and business management;
  • Confident and courageous to raise and escalate ideas or concerns in a professional and timely manner;
  • Proactive, self-directed and able to work with minimum supervision;
  • Ability to work within a global team.

Qualifications

  • A seasoned credit review specialist with experience managing an independent loan review function for corporate and institutional banking businesses preferred.
  • Formal credit training required.
  • Subject matter expert in credit and operational risk within the Corporate and Institutional Banking sector.
  • Strong understanding of the US regulatory environment with experience working directly with US regulators.
  • Strong leadership qualities, interpersonal and people management skills
  • Strong communicator, both written and verbal, with an ability to influence and an ability to gain the respect of senior management, regional stakeholders, peers and their teams.
  • Confident and courageous to raise/escalate issues in a pro-active, professional and timely manner.
  • Self-directed and able to work with minimum supervision.

Expected annual base pay range for the role is 200,000 USD to 266,000 USD. The final offer will be determined on an individualised basis using a number of variables, including but not limited to skill set, depth of experience and education, internal relativity, and specific work location. At Standard Chartered Bank, Base pay is only part of the total compensation package.
