We are looking for you to join our team as a Manager Test Engineering 3 based out of San Diego, California.
This Test Engineering Manager supports the Communication Systems (CS) Business Unit and Secure Processing and Networking (SPAN) Business Unit within the Networked Information Solutions (NIS) Division of Northrop Grumman Mission Systems. This position is fulltime onsite and is located at the Rancho Carmel campus in San Diego and will also support our Spectrum campus in San Diego. This role reports to the Director, Manufacturing Engineering in San Diego. Our expertise is in delivering complex communications solutions to enable modern battlefields and support communications missions.
What You Will get to Do:
Have overall responsibility for test engineering and test software development teams that support San Diego manufacturing of production, sustainment, and development programs.
Reinforce a continuous improvement culture in our products/processes within the factory and driving future solutions through digital transformation and innovation.
Develop staffing plans, reporting status and risks/opportunities, and direct report(s) growth and accountability.
Support proposals to ensure sufficient staffing levels are funded
Work with program managers and higher levels to identify, secure and implement complimentary IRAD, NCTA and other resources in support of long-term business objectives.
The ideal candidate will have a creative and innovative mindset thinking beyond the current performance and processes to drive innovation and performance improvement across the manufacturing organization.
Proven track record of on-time schedule and cost performance is required.
Proven track record of building a high performing team/driving cultural change.
Basic Qualifications:
• Bachelor's degree in electrical engineering and 10+ years of relevant experience OR Master's degree AND 8 years of related experience.
• Experience and understanding of modern electronic manufacturing processes, test operations, test station design and development including test software.
• Experience analyzing Cpk to ensure quality, reduce waste, and align processes with customer requirements.
• Experience identifying and implementing test time reduction opportunities.
• Experience in performing cost and functional performance trades and identifying best candidate projects for discretionary investments.
• Experience managing or leading technical teams.
• Ability to obtain and maintain a DoD Secret clearance.
Preferred Qualifications:
• RF Circuit Design, Tuning, and Test background
• Master's degree
• Active DoD Secret clearance with full investigation within the last 5 years
• Ability to obtain and maintain a Top Secret/SCI clearance
• Lean Disciplines/certifications
• Six Sigma certification

Salary Range: $170,000.00 - $255,000.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
