About the Role
You will report to the Manager, Procurement and Contracts and procure product and complex services for internal customer by performing market research, developing quotes or solicitations, accessing user agreements, negotiating terms and conditions, and executing contract. You will actively participate in process improvement activities and review, comprehend, interpret, and apply rule, policies, and procedures when perform essential duties. You will assist with contract administration post contract execution and provide oversight and guidance of basic and moderate procurements and services.

- Conduct market research and assess market conditions to obtain the best value for supplies, products, or services.
- Review purchase requests and counsel Lottery customers on selecting appropriate sourcing methods.
- Manage, conduct, and facilitate the procurement process for goods and services for internal Lottery customers, including:
- Drafting solicitation and contract documents
- Evaluating contract terms to mitigate performance risk
- Leading vendor solicitation conferences
- Assessing requests for change or clarification and issuing addenda or clarifications
- Managing the contractor selection process
- Negotiating contract terms and requirements
- Mentor and train lower‑level Procurement staff.
- Perform ongoing administration and execution of purchases under awarded price agreements.
- Collaborate with other state and public agencies to enter into cooperative procurement contracts and agreements.
- Interface with the Department of Justice to address procurement and contract issues.
- Maintain records in accordance with the state records retention schedule.
- Prepare contract amendments due to changes in project scope, contract term, contractual language, or other requirements.
- Assist vendors and Lottery customers in understanding Lottery contracting processes and opportunities, including resolving conflicts between parties.
- Assist with contract administration.
- Represent the Lottery at vendor trade shows.
You Have:
MINIMUM QUALIFICATIONS
Education and Experience
- Bachelor's Degree and five (5) years of experience in procurement and contracts developing and administering complex contracts, agreements or solicitations; OR
- Eight (8) years of experience in procurement and contracts developing and administering complex contracts, agreements or solicitations.
