Scope of Work – System Protection Technician Contractors
Explanation of Work: Oversee the installation process by a wiring contractor for protection and control systems in a substation, including cable pulling and terminations. The design package will consist of elementary diagrams, wiring diagrams, and logic diagrams for panels and equipment. It is essential to verify the wiring for both panels and equipment.
Relays will require the application of provided settings and subsequent testing to validate logic and set points. Some relays will have automated test plans, while others will utilize Protest software. All protection devices are manufactured by SEL. Dominion will supply templates for wire tags and panel labels, which can be used on any computer and printed on standard materials. Upon completion of the wire terminations, the wiring will be verified, circuits will be fused, and operational checks will be conducted.
Explanation of Roles: Vendor will provide personnel to see the assigned project through to energization. It is preferred for personnel to have at least five years of experience installing, testing, and commissioning protection and control circuits. Lesser experience can be accepted if paired with more experienced personnel. Vendor personnel tasks and responsibilities shall include, but not be limited to:
Responsibilities / Tasks:
Ø Installing, testing and removal of:
· Digital fault recorders
· Communications equipment such as RTU’s and data concentrators
· Protection panels
· AC/DC systems
Ø End to end testing of substation SCADA systems with the operating center
Ø Power line carrier installation, commissioning, tuning and calibration
Ø Fiber terminating and testing
Ø Loading current and potential circuits
Ø Verifying logic diagrams to digital setting files
Ø Ratioing current transformers in breakers, transformers, and stand-alone applications
Ø Running Automated Test Plans or Protest plans to functionally test digital protection relays (SEL)
Working Locations: Project locations in Virginia, North Carolina and West Virginia.
Basic Qualifications: Minimum 5 years of experience in installing, testing, and commissioning protection and control circuits.
Vendor Deliverables:
· Weekly Timesheets
· Test reports such as CT ratio, relay test results, power line carrier or fiber level readings, etc
· In service readings
· As-built print package
Personnel:
· Vendor shall provide personnel that will be committed / dedicated to assigned projects through completion.
· Prior to onboarding new contractors, Vendor will provide Dominion Energy with resumes for assigned staff. Vendor-assigned personnel will be subject to Dominion Energy approval
