Sr Principal International Trade Compliance Analyst
Job Description
We are hiring a Sr Principal International Trade Compliance Analyst who will be based out of our Linthicum, MD or Redondo Beach, CA office.
What You Will Get To Do:
The qualified applicant will become part of Northrop Grumman Mission System's International Trade Compliance organization, working to ensure compliance with export laws that enhance foreign policy and protect national security. This role supports activities within the Northrop Grumman Microelectronics Center and the Emerging Capabilities Development organizations.
Primary responsibilities include but are not limited to:
• Manages comprehensive internal export controls to ensure compliance with US and foreign regulations (ITAR and EAR) in the conduct of international marketing, sales, supply chain and other business activities.
• Establishes and implements business plans for submitting to and obtaining from the US government all necessary export and import licenses, permits, certifications, and technology release determinations.
• Assures that transactions comply with government regulations and internal procedures by conducting gate reviews for technical data, foreign travel, foreign visits, public release clearance, and export and import shipments.
• Proficient in commodity jurisdiction and classification determinations and making determinations regarding applicability of exceptions and exemptions with a focus on semiconductors, electronics, and encryption.
• Maintains applicable trade compliance records in accordance with regulatory requirements.
• Participates in training and audit assessment programs to ensure implementation and effectiveness of internal controls.
• Participates in process updates and revisions as necessary to support portfolio.
• Develops and delivers presentations, including Export General Awareness training, program/function specific export training, and program/capture export licensing strategy updates to Division leadership
• Provides input on Non-Disclosure Agreements, contracts/subcontracts, and purchase order terms & conditions negotiations as necessary
• Represent the organization as a prime contact on complex contracts or projects, including university and DARPA work, internal working groups, and capture activities. Interact with senior internal and external personnel on high visibility matters often requiring coordination between organizations.
• Works independently on complex matters.
• Exercises good judgment to seek management support and guidance as needed, including collaborating on decisions that have the potential to be high visibility and/or impact.
• Acts as mentor to Junior Level Analysts.
Job Qualifications:
Basic Qualifications:
• 8+ Years of relevant experience with Bachelors Degree or 6+ Years with Masters
• Experience in the International Traffic in Arms Regulations (ITAR) and Export Administration Regulations (EAR), including the utilization/authorization of ITAR exemptions and EAR exceptions
• Experience in commodity jurisdiction and classification determinations
• Ability to obtain and maintain a U.S. Department of Defense (DoD) Secret Clearance.
Preferred Qualifications:
• Experience with U.S. export regulations related to semiconductors and other emerging technologies
• Experience supporting research and development contracts and university research engagements.
• Experience identifying applicability of exceptions and exemptions with a focus on semiconductors, electronics, and encryption.
• Excellent interpersonal and communication (written and verbal) skills
• Experienced and comfortable providing training in person or via virtual methods (e.g., Microsoft Teams, ZoomGov)
• Familiarity with the review & disposition of public release requests
• Experience with OCR's EASE software
• Active U.S. Department of Defense (DoD) Security Clearance (Secret or above)

Salary Range: $108,400.00 - $170,300.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
