GENERAL JOB DESCRIPTION
Performs advanced (senior-level) managerial work administering the daily operations and activities of the Texas Water Development Board’s Financial Compliance Division. Work involves establishing goals and objectives for the team. Develops and evaluates appropriate standards and procedures for monitoring borrower portfolios. Develops financial compliance guidelines, procedures, policies, or rules. Develops schedules, priorities, and standards for achieving established goals, and coordinating & evaluating performance of the division. Plans, assigns, and supervises the work of others. Provides information regarding entity past performance in the portfolio for ongoing credit analysis associated with applications for additional financial assistance. Directs the operation of the Stability Review Application developed, hosted, and maintained by the Texas Municipal Advisory Council (MAC). Oversees the CFO to Go program manager and recommends entities for participation in the program. Develops alternative methods for assessing the financial stability of entities in the program. Participates in the Financial Assistance Coordination Committee (FACC). Coordinates the resolution of non-routine requests from entities that are strictly in repayment status. Reviews proposed legislative or policy changes. Recommends and conducts site visits. Trains and reviews the work of others. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment. Reports to the Deputy Chief Financial Officer of the Finance Office.
ESSENTIAL JOB FUNCTIONS
- Conducts financial reviews of entities that have received financial awards from TWDB.
- Oversees and conducts financial compliance and stability reviews of municipalities for which the TWDB serves as bondholder identifying material noncompliance and/or default risk.
- Provides effective leadership and management of the Financial Compliance Division.
- Manages all project activities within the Financial Compliance Division, providing technical direction and guidance.
- Monitors and reports division work activities.
- Authorizes division hiring, separations, disciplinary actions, and employee performance rewards.
- Assigns job duties, conducts performance evaluations, clarifies roles and responsibilities, and monitors and measures performance against goals.
- Evaluates division performance and recommends and leads improvements.
- Supports division administrative requirements related to organization, budget, and personnel.
- Ensures the provision of quality customer service from the division to both internal and external stakeholders.
- Manages the performance of direct reports, to include, timely completion of performance appraisals, and follow-through on disciplinary actions as needed.
- Maintains confidential and sensitive information.
- Ensures individual and team files (electronic and hard versions) are appropriately maintained and timely disposed of in accordance with the agency’s records retention procedures and schedule.
- Maintains required certifications and licenses and meets the continuing education needs and requirements of the position to include, attending mandatory training courses.
- May be required to operate a state or personal vehicle for business purposes.
- Performs other duties as assigned.
MINIMUM QUALIFICATIONS
- Graduation from an accredited four-year college or university, ideally with major coursework in Business Administration, Finance, Accounting, Economics, Insurance, or a related field.
- Work Experience:
- Director II - seven years of experience in a leadership role including team lead, manager, or director, experience in financial examinations, external auditing, or internal auditing.
- Director III - nine years of experience in a leadership role including team lead, manager, or director, experience in financial examinations, external auditing, or internal auditing.
- Previous experience in a governmental accounting or auditing setting.
- Relevant education and experience may be substituted on a year-for-year basis.
PREFERRED QUALIFICATIONS
- Graduate degree or Master of Business Administration from an accredited college or university with a specialization in Accounting, Finance, Public Administration, Public Finance, Computer Science and/or Math.
- One or more professional certification(s): CPA, CMA, CIA, CTP, or other relevant certification.
- Previous government agency experience.
KNOWLEDGE, SKILLS, AND ABILITIES (KSAs)
- Knowledge of local, state, and federal laws and regulations relevant to the Financial Compliance Division.
- Knowledge of the principles and practices of public administration and management.
- Knowledge of auditing and accounting standards and techniques.
- Knowledge of financial analyses and examination procedures for regulated entities.
- Knowledge of financial and industry terminology and practices.
- Knowledge of Generally Accepted Accounting Principles (GAAP).
- Knowledge of Generally Accepted Auditing Standards (GAAS).
- Knowledge of Generally Accepted Government Auditing Standards (GAGAS).
- Knowledge of Governmental Accounting Standards Board pronouncements (GASB).
- Knowledge of statistical analysis and techniques.
- Knowledge of principles and processes for providing customer and personal services.
- Skills in using Microsoft Office programs such as Word, Excel, and Access.
- Skills in use of internet, email, word processing, spreadsheet, presentation, and database software.
- Skills in communicating effectively in writing as appropriate for the needs of the audience.
- Ability to adhere to work schedules, follow procedures with respect to leave and submit accurate timesheets by prescribed deadlines.

- Ability to stand/sit/move to perform activities such as retrieve/replace files in a large file system for boxes up to 30 lbs.
- Ability and willingness to travel 25% of the time, primarily within the State of Texas.
- Ability to operate a vehicle (state or personal) for state business and maintain a driver’s license and driving record that complies with state and agency requirements.
- Ability to work shifts that may exceed 8 hours, including early mornings, nights, and weekends.
