Job Summary

The Deputy Director of Regional Projects will manage the MBTA's involvement in regional-scale planning projects, particularly those with multimodal policy implications, to represent the T's interests and build interagency partnerships. This position will be responsible for coordinating the MBTA's response on complex policy and transit planning efforts including regional infrastructure closures and diversions, long-range planning for large-scale projects, and station and facility improvements with multimodal impacts. This position will ensure a coordinated MBTA response to regional initiatives, thereby supporting the MBTA and the State in achieving their goals, while controlling capital costs, and managing impacts to customers.

Duties & Responsibilities

  • Manage the MBTA's engagement in regional-scale multi-modal projects and studies, particularly those that involve coordination internally with multiple departments and externally with multiple agency and municipal stakeholders. 
  • Identify impacts related to commuter rail, light and heavy rail, bus, water transportation, paratransit, parking, station access, fares, and other topics and evaluate trade-offs between mitigation alternatives.
  • Lead or serve as a significant contributor to planning initiatives as assigned.
  • Develop frameworks and business process improvements to address the impacts of various projects and to align the MBTA's feedback with priorities. 
  • Coordinate with internal stakeholders to keep relevant parties informed and to determine priorities and conflicts between MBTA modes and assets. 
  • Serve as a primary point of contact, ensuring various stakeholders are aligned and informed. 
  • Support MBTA leaders with project feedback, negotiations, and weighing of policy considerations.
  • Coordinate outreach to external stakeholders, including agencies, municipalities, advocates, and other groups.
  • Align project decisions to the values, goals, and metrics in the MBTA's strategic plan, and share decision-making rationale with internal and external stakeholders.
  • Maintain organized project files and notes and organize response to action items.  
  • Assist with procurement, budgeting, managing employees, and contracts as required.
  • Respond to customer, vendor, and coworker inquiries in a courteous and professional manner.
  • Adhere to the rules, regulations, and policies of the Authority including the EEO, Anti-Discrimination and Anti-Harassment and Anti-Retaliation policies.
  • Perform all other duties and projects that may be assigned.

Supervision

  • Directly supervise a Transportation Planner/Analyst.

Minimum Requirements & Qualifications

  • Bachelor's degree from an accredited institution.
  • Five (5) years of relevant work experience in public policy, urban or regional planning, or community engagement.
  • Two (2) years of supervisory, managerial, and/or leadership experience.
  • One (1) year of experience presenting complex information at a high level in diverse settings.
  • Excellent facilitation abilities and demonstrated facilitation experience in planning, developing, leading, and managing in both large and small group settings.
  • Demonstrated successful experience in quantitative and qualitative evaluation methods to assess system impacts.
  • Demonstrated success with writing policy memos and/or public-facing documents and presenting recommendations based on stakeholder feedback and data analysis.
  • Demonstrated excellent communication and organizational skills.
  • Strong time management skills, ability to multi-task, learn quickly, take direction, and work independently and to use creative, collaborative, and consultative approaches to resolve issues.
  • Advanced expertise in MS Word and PowerPoint.

Substitutions Include

  • A High School Diploma or GED with an additional seven (7) years of directly related experience substitutes for the bachelor's degree requirement. 
  • An associate degree from an accredited institution an additional three (3) years of directly related experience substitutes for the bachelor's degree requirement. 
  • A master's degree in a related subject substitute for two (2) years of general experience. 
  • A nationally recognized certification, or statewide/professional certification in a related field substitutes for one year of experience.

Preferred Experience and Skills

  • Master's degree from an accredited institution in public policy, public administration, business administration, political science, urban planning, urban studies, public health, or related field. 
  • At least three (3) years of relevant work experience collaborating closely with internal and external stakeholders including working with various departments to understand intersecting policy initiatives and partnering with relevant stakeholders in complex organizations.
  • Two (2) years of experience in transportation planning, local or regional planning, public policy, community engagement, or a related field.

Job Conditions:

  • Ability to effectively read, comprehend, communicate, and respond to instructions, orders, signs, notices, inquiries, etc. in English.
  • Be at least eighteen (18) years of age, except if participating in an approved high school internship / co-op program.

The Massachusetts Bay Transportation Authority, often referred to as the MBTA or simply The T, is the public operator of most bus, subway, commuter rail and ferry systems in the greater Boston, Massachusetts, area. 

The MBTA is the largest transit provider in New England, and the fifth largest in the country.
